Civic issues
Topics getting the most attention in Appleton public meetings, ranked by how frequently they come up.
Bellaire Court and Glendale Avenue Reconstruction
Parking changes for the Bellaire Court project and ordinance changes for the Glendale Avenue rebuild are on the agenda.
Safe Streets for All corridor safety studies
The council backed three federal grant applications for safety studies on Midway Road, Edgewood Drive, and Memorial Drive — three of the city's higher-risk corridors.
Hawes/Summit and Lindbergh/Jarchow stop control
After a six-month evaluation, a recommended change to all-way stop control at Durkee Street and Florida Avenue was up for approval. The decision affects traffic flow and safety at that neighborhood intersection.
Final contract payments on city projects
Staff presented closing payments on three finished contracts: $30,000 for sidewalk sawcutting, $6,588.32 for pond dredging, and $70,479.48 for parking ramp repairs totaling about $1.39 million.
Badger Avenue Reconstruction Right-of-Way
The city is buying small strips of property near intersections to rebuild Badger Avenue next year. This relocation order keeps the project on schedule; staff say negotiated purchase, not condemnation, is the goal.
French Road speed limit change
Grand Chute lowered its stretch of French Road to 35 mph without telling Appleton, leaving a weird 45 mph pocket in the city. The committee recommends matching at 35 mph for a consistent corridor — though some drivers will miss the faster stretch.
Temporary Transit Center Site Work
A downtown pastor said his church learned only last week that a temporary transit center is planned for the parking lot it uses for food distribution, disaster relief and weekly services. He asked to partner with the city on alternatives, and Valley Transit's general manager was directed to connect with him.
2028 Paving Reconstruction of Franklin Street
Design was approved for the 2028 paving reconstruction of Franklin Street from Division to Drew Street.
Roosevelt Street 2028 Reconstruction Design
The 2028 plan to narrow Roosevelt Street from Oneida to Morrison drew a 100%-signed neighborhood petition and three speakers citing emergency vehicle access, pool-season parking, and speeding cut-through traffic. The council sent the design back to committee rather than approve it.
Olde Oneida Street Bridge reconstruction contingency
The council committed $590,008 in 2026 bridge funds as contingency for the Olde Oneida Street Bridge over the South Mill Race reconstruction.
Roosevelt Street reconstruction design
The 2028 rebuild of Roosevelt Street was revised to keep the street 29 feet wide instead of 26, preserving summer parking near Herb Park and Pool after neighbors pushed back. The tradeoff is roughly four more trees likely coming down. Alders also discussed possible future traffic-control review at the east end of the street.
Pavement marking maintenance contract
The annual contract to repaint lane and center lines went to Brickline, Inc. for up to $185,174.65. Staff explained epoxy markings last 8-15 years when applied correctly — unlike the Ballard interchange markings applied in cold weather by the state project.
Unit J-26 Mini Storm Sewer project bid rejection
The only bid for a small storm sewer project came in at $347,720 versus an expected ~$200,000, so the committee backed rejecting it. Drainage improvements, including backyard drainage fixes in older subdivisions, will wait about a year while the city repackages the work.
Driscoll Street 2028 reconstruction design
The 2028 plan to narrow Roosevelt Street from Oneida to Morrison drew a 100%-signed neighborhood petition and three speakers citing emergency vehicle access, pool-season parking, and speeding cut-through traffic. The council sent the design back to committee rather than approve it.
Overnight construction noise variance — South Badger
DPW got a narrow variance to run work overnight (5 p.m.–7 a.m.) for two consecutive days the week of June 1 on the 200 block of South Badger. Residents nearby may hear construction at night.
School-Zone and Neighborhood Parking Changes
Parking changes on the 700 block of West Packard Street and the 100 block of South Summit Street were recommended for approval after six-month evaluations showed they work.
French Road paving scope reduction
The concrete paving contract shrank by $160,114.80 because an east-side path on French Road is on hold until utility conflicts and coordination with neighboring municipalities are resolved — but expect it to come back later.
I-41 Richmond Street interchange maintenance agreement
The committee backed a revision to the state-municipal maintenance agreement for the I-41 Richmond Street (STH 47) interchange and Meade Street overpass, defining who maintains what as the interstate project proceeds.
2028 Paving Reconstruction Designs for Five Streets
The committee moved forward designs to rebuild Bartell Drive, Commercial Street, Pine Street, Roosevelt Street, and (later) Driscoll Street in 2028. These projects will repave and potentially reconfigure neighborhood streets, affecting parking, sidewalks, and traffic for residents along those corridors.
TIBA ramp access upgrades
An extra $67,000 for TAPCO covers upgrades to TIBA ramp access equipment, bringing that contract to $288,209.
Lawe Street Navigational Canal Bridge design contract
The bridge design contract grew by $23,401.80, bringing the total to $463,057.64. The committee recommended the amendment.
2026 street reconstruction projects (Alexander, Bell, Melrose, Lawe)
Ordinance changes tied to four 2026 street reconstruction projects were on the committee's action list. These projects affect residents and drivers along Alexander Street, Bell Avenue, Melrose Avenue, and Lawe Street.
N. McDonald Street Parking Changes
After a six-month evaluation, the council approved parking changes on the 1500 block of N. McDonald Street.
College Avenue Street Parking Removal
Street parking will be prohibited on College Avenue between Lawe and Rankin Streets, the stretch near Lawrence University. Staff narrowed the resolution so it applies only to the couple of blocks actually affected.
I-41/Ballard interchange and WisDOT conveyances
The committee was set to consider conveying land rights to the state for the I-41 Transportation Project, Plat 1130-63-21 — part of the ongoing interstate expansion affecting the Appleton area.
E. Pacific Street parking changes made permanent
Neighbors near a restaurant on E. Pacific Street say the trial parking changes helped that block but problems persist on Tonka, Vine, and Pacific — narrow streets clogged with parked cars, delivery trucks, and safety concerns for kids and emergency vehicles. The council approved the changes permanently and its alder pledged more work with traffic staff.
Canal Street vacation
The city gave up its right-of-way on the southern half of Canal Street, 120 feet west of S. Lawe Street — part of redevelopment activity in that area.
