Civic issues
Topics getting the most attention in Appleton public meetings, ranked by how frequently they come up.
Smoking and Tobacco Use Policy
The library's smoking and tobacco policy is being updated. This sets expectations for tobacco use on library property.
Bellaire Court and Glendale Avenue Reconstruction
Parking changes for the Bellaire Court project and ordinance changes for the Glendale Avenue rebuild are on the agenda.
Noise enforcement data and overtime patrols
The police chief's combined focus report showed extra downtown overtime details increased enforcement, but data discrepancies between reports persist due to the records system. Alder Smith questioned whether the overtime actually reduced noise complaints.
2027 Special Revenue Funds and conservancy funding
The special revenue funds budget shows no withdrawals planned for 2027. Staff also noted the conservancy remains a passive park with no near-term development planned; a trailhead could come with the Power Line Trail around 2029-2030.
Parking utility modernization
Parking kiosks are being upgraded, downtown ramp usage is up thanks to a new large downtown employer, and elevator repairs are planned for the red and green ramps. The Walker parking study should reach the council by year's end.
Holiday Closure Schedule for 2027
With Christmas and New Year's falling on weekends in 2027, the library will observe Christmas Day on the Thursday before Christmas Eve — closing Thursday through Saturday and reopening Sunday both holiday weeks.
2025 Annual Report highlights
The health department's 2025 report shows licensed short-term rentals grew from 76 to 127, about 48 illegal rentals were shut down, overdose aid kits were placed in City Hall and the library, and the immunization clinic moved to the Building for Kids Children's Museum.
CDBG audit trigger and drawdown delays
Alder Smith asked why CDBG triggered a deeper audit: delayed drawdowns from HUD pushed receivables over $1 million, due to finance staffing shortages. Fixes include better software tracking and timing spend-downs to the grant's fiscal year.
Final contract payments on city projects
Staff presented closing payments on three finished contracts: $30,000 for sidewalk sawcutting, $6,588.32 for pond dredging, and $70,479.48 for parking ramp repairs totaling about $1.39 million.
College Avenue tree planter uplighting
A bundle of permits advanced downtown improvements: Edison-style alley lighting, tree planter uplighting as a trial, a pet waste station, and mannequin displays. All aim at walkability, safety, and downtown vibrancy.
