Civic issues
Topics getting the most attention in Appleton public meetings, ranked by how frequently they come up.
Sensory Room Policy
A new or updated policy for the library's sensory room is on the agenda. This space serves patrons with sensory needs, and the rules will shape access and use.
Children's Area Use Policy
The library is updating the rules for how the children's area can be used. This affects families, caregivers, and anyone visiting that space.
Veterans Park Renaming
The city is renaming Veterans Park and has narrowed public suggestions to nine finalist names, including Eagle Ridge, Fox River Park, Samuel Appleton Park and Amos Story Park. Almost no residents showed up to comment despite outreach, so alders are asking colleagues to spread the word before the committee picks a final name in two weeks.
Reid Golf Course September finances
Reid Golf Course posted its best June ever, running about $60,000 ahead of last year in gross revenue while keeping fees affordable. A reporting error in the 2025 figures between alcohol sales and catering was flagged.
Strategic Plan Review and Update Process
The board reviewed the library's current two-page strategic plan and heard that a new, fleshed-out plan is in draft form with a consultant. A planning committee meeting is set for November, with final approval expected at the December board meeting.
Neighbors in Action Workshop
An $80,000 ARPA-funded program with NeighborWorks Green Bay trained neighborhood leaders over two years. Four new neighborhood groups are now active and West Appleton was reinvigorated — registered neighborhoods can tap city grant money for small projects.
Library Strategic Plan
The library is reworking its strategic plan with a consultant, aiming for board approval in December. Staff heavily use the current plan, so the new one is being built to stay connected to the people who will carry it out.
Public Art in Ellen Kort Peace Park
A Rotary peace pole and kinetic wind sculptures were approved for Ellen Kort Peace Park, placed along the trail near the river per the park's master plan.
Veterans Memorial Concept Plan
A concept plan for a veterans memorial on underused green space near the Scheig Center was approved 12-0, developed with a veterans committee.
Draft library policies from Personnel & Policy Committee
The ALA's annual report shows record censorship attempts nationwide — mostly driven by organized groups, not parents — and a near-dismantling of the federal library agency that funds Wisconsin's state library staff. Appleton has avoided coordinated book challenges, but state and federal turbulence could affect services.
Denial of downtown pop-up disc golf special event
A resident's application for a free K-5 pop-up disc golf course at Erb Park was recommended for denial after police detailed a history of disorderly conduct, drug, and other incidents. The applicant disputes several claims and can appeal to the full council July 15.
Summer library program and teen digital literacy
The summer library program runs June 7 through August 15, with staff outreach reaching 28 of roughly 35 area schools. Appleton is one of just seven libraries nationally piloting Common Sense Media workshops teaching teens about AI and online life.
Veterans Memorial Park South Pond agreement with Grand Chute
Grand Chute sends about 20% of the water draining into the city's South Pond. Under this agreement, the town gets DNR water quality credit and Appleton gets the town to pay 20% of pond maintenance — a deal with no downside for the city.
