Civic issues
Topics getting the most attention in Appleton public meetings, ranked by how frequently they come up.
Building permits and inspection activity
Building permits are lagging last year, but staff says it's a timing issue, not weak demand — new lots in Mission Ridge and Comet Ridge are close to being ready, which should push single-family home permits up sharply by year's end.
Homeowner Rehabilitation Loan Program fall round
Low- and moderate-income homeowners can apply October 19 through November 20 for zero-interest loans deferred until sale, refinance or death, covering critical repairs like roofs and HVAC. About 20-30 projects get funded a year, so there's a waitlist.
Comet Ridge Subdivision Phase 1
The council approved a development agreement with North Appleton Properties, LLC for the Comet Ridge Development in north Appleton, moving that project forward.
Clarity Ridge Subdivision (Extraterritorial Review)
Appleton used its extraterritorial review power over a 19-lot subdivision just outside city limits — seven single-family lots and two future commercial lots. The Town of Grand Chute already recommended approval.
Knuth Annexation and subdivision plats
The council brought 1.3658 acres at 1893 W. Spencer Street into the city and approved plats for the Wilden Portfolio Park (former Thrivent campus) and Clarity Ridge developments.
1893 West Spencer Street Annexation
A property owner is bringing about 1.4 acres into Appleton from Grand Chute so an existing industrial building can connect to city water. The city will also start rezoning the land from agricultural to general industrial, matching the comprehensive plan.
Affordable and workforce housing in TID 14
Resident Walter Blank warned the committee that opponents of the proposed TID 14 will likely challenge it, arguing the city is rushing to support a district that doesn't exist yet and hasn't considered alternatives.
Northside and extraterritorial subdivision growth
Three subdivision plats covering dozens of new single-family homes moved forward, reflecting continued northward growth. Canyon Ridge raised access questions for landlocked outlots, resolved with a 20-foot easement.
Transit Center project moving forward
The Transit Center redevelopment, for which the ARA helped assemble land, received its federal BUILD grant and is finalizing developer negotiations, with construction expected to begin in 2027.
2025 CDBG Annual Performance Report (CAPER)
The city's yearly report to HUD on how federal block grant money was spent — covering affordable housing, homelessness, and public housing. It's open for public comment through June 10, 2026.
Chase Bank Building Redevelopment Deadline Extension
The developers of the 200 W. College Avenue Chase Bank building in TIF District No. 11 got a one-year extension to January 1, 2027 to finish improvements and hit the minimum assessed value, with a condition to record an alley right-of-way deed first.
Council leadership and committee structure for 2026
New council president Brad Firkus, vice president Patrick Hayden, and City Plan Commission representative Josh Lambrecht will shape how development, zoning and budget items move through city government this year. Lambrecht cited north side growth, housing demand of 350 new residences, and the comprehensive plan's impact on Wisconsin Avenue as his priorities.
Glenmore Park Final Plat
The commission was scheduled to act on the final plat for the Glenmore Park subdivision, a step that would allow the development to move toward construction. Conditions in the staff memo would apply.
Mission Ridge North subdivision final plat
The council approved a development agreement with Dewitt Development Partners LLC for the Mission Ridge North subdivision, moving a new residential development forward.
Habitat Gillett Street subdivision (Town of Grand Chute)
Habitat for Humanity wants to plat a new subdivision on Gillett Street just outside Appleton in the Town of Grand Chute. Appleton's plan commission reviews plats in the area around the city even when the land isn't in city limits, and gave this one a favorable recommendation.
Foxport subdivision preliminary plat
The Foxport subdivision in the Town of Grand Chute falls under Appleton's extraterritorial plat review. The commission's recommendation moves the subdivision plan forward.
Annual housing affordability and fee reports
The committee reviewed the city's annual look at housing affordability and its development fee report — the data that informs whether Appleton's housing fees and policies are keeping homes within reach.
